The objective of the project is to expand the RailCom project to the customs procedures also. The project aims at speeding up the border crossing procedures in railway traffic from Finland to Russia on the Russian border crossing stations by using electronic data exchange.
The waybill information sent by Finnish Railways to Russian Railways is forwarded to the Russian Customs systems on the border crossing stations. The customs authorities can follow the customs procedures before the arrival of goods.
Draft of the agreement between the Ministry of Railways of the Russian Federation and the State Customs Committee on electronic exchange of transportation and customs documents is in the phase of approval
Other processes under work are the standardization of the transportation and customs documents, the use of electronic signature and the security of the developed systems.
The full-size electronic waybill information sent by Finnish Railways to Russian Railways, and transmitted to the Russian Customs in advance can be utilized on border crossing and destination places.
Information received in advance would reduce the turnaround time significantly for the whole logistics chain.
