ELog RUS-EU - Integration of Russia-EU Electronic Logistic Space

The project Elog-RUS-EU, Integration of Russia-EU Electronic Logistic Space, is being designed as an international project within the TEDIM Programme in order to develop strategically important aspects of the establishment and use of an integrated (compatible) electronic logistic space to provide for the transportation of foreign-trade and internal Russian and European cargoes in the transport corridors.

The main goal of the Elog-RUS-EU project is defining the structure of the integrated electronic logistic space for the introduction of compatible electronic logistic services, systems and technologies.
Another important aim of the Elog-RUS-EU project is the formulation of unified recommendations as to the composition and format of the data in the messages and documents, electronic logistic technologies and resources used for the creation of compatible electronic logistic service in Russia and EU countries.
The implementation of the Elog-RUS-EU project involves carrying out research, design, and introduction of the following components:
- Integrated Russia-EU Electronic Logistic Space design concept.
- Recommendations for the design of the unified electronic logistic environment in Russia and EU countries.
- Recommendations for the use of electronic logistic technologies in Russia and EU countries.
- Recommendations for the design of integrated logistic information resources in Russia and EU countries.
Applied telematic solutions and technology
The ELOG-RUS-EU project was proposed by the Russian side (the Ministry of Transportaton and the Ministry of Economic Development) in August, 2003, on the basis of research work carried out by the Centre for Strategy and Improvement of the Transportation Complex Management in relation to the concept of the integrated information space of the unified transportation complex and the development of economically viable approaches to the shipment of Russian internal cargoes between the Kaliningrad Region and the rest of Russia via the territory of the European Union (Lithuania), the so-called "Kaliningrad Transit."
In the implementation of the ELOG-RUS-EU project, the Russian side relied on the possibility of obtaining support from the appropriate KES structures with a view to harmonizing EU and RF legislation enforcement rules in the development and implementation of an economically viable approach to the shipment of internal Russian cargoes within the framework of the "Kaliningrad Transit." The "Kaliningrad Transit" framework has a bearing on a number of European Commission Directorates (customs, transportation, foreign trade, veterinary, and general policy). Similarly, in Russia, it will also be necessary to obtain approvals from a number of institutions and organizations.
